Boeing's Lin-gang project makes swift progress

Boeing Shanghai Aviation Services' new project in the Lin-gang Special Area of the China (Shanghai) Pilot Free Trade Zone has become the first of its kind in Shanghai to complete the process of signing land contracts, gaining construction permits and starting operation all on the same day, according to the Lin-gang Special Area Administration.

On June 20, over the course of just five hours, Boeing Shanghai's Lin-gang project completed the process of signing land contracts with the local administrative committee, paying land transferring fees, and obtaining permits for construction land use, construction planning and operation. The project went into operation the same day.

Under the guidance of the Lin-gang Special Area Administration, Boeing Shanghai applied 13 policies from Lin-gang's latest list of review and reform measures for engineering construction projects to speed up approval for the new project.

As an example, all at the same time, the Boeing project acquired approval for building height, floor area ratio, setback conditions, regional assessment results and surrounding pipeline data, through the land use inventory mechanism.

Through the commitment system, Boeing is allowed to independently carry out jobs such as the re-inspection of the lofting. It does not have to submit the application materials for review in advance, cutting down on the approval procedures before the start of construction.

According to Xu Dayan, an official of the planning and natural resources department of Lin-gang Special Area Administration, the Boeing project has reflected Lin-gang's commitment and capability to create a first-rate business environment.

He went on to say that Lin-gang will continue efforts to attract more quality companies by creating an open, innovative and highly efficient business environment, which will help facilitate Shanghai's high-quality economic development.

In a keynote speech at a conference held on June 21 to promote the high-level opening-up of Lin-gang, Chen Jinshan, director of the Lin-gang Special Area Administration, said they will aim for more institutional innovations by aligning with high-standard international economic and trade rules, such as the Comprehensive and Progress Agreement for Trans-Pacific Partnership, and the Digital Economy Partnership Agreement.

Lin-gang will conduct more stress tests in cross-border data, cross-border finance, value-added telecommunications and high-level shipping, and access to the foreign investment market will be further expanded.

Continued efforts will be made to support multinational companies in conducting global businesses and facilitating Chinese companies' outbound reaches, said Chen.

In May, he said, Lin-gang released the general data list for cross-border data flow, allowing regulated cross-border data flow in intelligence connected cars, mutual funds and biomedicine.

The second such list, covering insurance and shipping will be released in August.
