Lin-gang Special Area works to attract top talent

With the aim of becoming a magnet for talent, Lin-gang Special Area in Shanghai has made significant strides in its personnel strategy by rolling out a number of innovative services.

So far, 120 overseas Chinese student entrepreneurs have based their companies in the area, including 50 that are incubated or start-up businesses.

Sitrus Technology is one of these companies. It was established in Lin-gang in 2017, and has since developed into a leader in the communication chip industry. It now employs nearly 100 staff members after four years of operations.

The company released the world's first fully integrated 50G PAM4 DSP chip, which can tolerate very high temperatures, at the China International Optoelectronic Exposition held last month in Shenzhen, Guangdong province.

The company is the epitome of many firms set up by entrepreneurs that have returned from overseas and set up business in Lin-gang.

After its founding, Sitrus Technology faced many difficulties. To help it grow, Lin-gang provided the firm with a free office and assisted the company in applying for special high-tech projects. Its help resulted in the startup obtaining nearly 10 million yuan ($1.57 million) in funding for its project.

"The funds arrived just in time for us," said Pan Suyun, one of the founders of Sitrus Technology.

In order to provide better career development opportunities for overseas Chinese student entrepreneurs, Lin-gang has issued several measures to support overseas students' innovation and entrepreneurship, and increased support in terms of registration and operations, on-site rent subsidies, and various relocation and housing benefits for workers.

The Lin-gang Special Area established a pioneer park for overseas Chinese student entrepreneurs in August 2020. The park is one of the 15 such parks in Shanghai.

In addition, Lin-gang also organized the Lin-gang branch of Shanghai Overseas Returned Scholars Association, global overseas returned talent conference, foreign students' innovation and entrepreneurship promotion conference and other events to strengthen cooperation with international student associations and well-known institutions.

In the future, Lin-gang will also promote the optimization of its entrepreneurship and innovation policies and promote the development of innovation parks.
