Covering 42.44 square kilometers, the integrated industrial area is located in the northeast of Lin-gang Special Area and covers the region south to Dazhi River, east to Lianggang Avenue, and north to the northern moat.

The integrated industrial area plans to create three functional areas, to the north, west and east of Binhai Forest Park, which will integrate the functions of scientific innovation and residence, to build a "scientific innovation forest" with a pleasant environment and sustained vitality. The northern part will feature business offices, a business service industry, culture and leisure, while the western part will center on scientific R&D, with appropriate supporting residential services. The eastern part, adjacent to Binhai Forest Park, will feature a layout of life services. It also plans to upgrade the ground bus corridors to build a transit-oriented development (TOD)-oriented compact and highly efficient development model, and form a "B+R" (bicycles and rail transit) traffic calming transfer system. The integrated industrial area is expected to optimize the connections between regional road systems and freeways, and enhance connections between different areas. Surrounded by water and forests, it will establish an ecological space which faces the ocean. Also, fertile lands will be reclaimed to enable large-scale agriculture, and form coastal oases that combine emerging industries with ecology.
