The Lin-gang Special Area in Shanghai recently announced its 14th Five-Year Plan (2021-25) for the development of its education.

The guidelines include the construction of several new schools. The area will build at least 16 kindergartens, eight primary schools, nine junior high schools, two nine-year schools - which teach the full six years of primary school and three years of junior high school - and four senior high schools.

The plan will support education institutions, such as Shanghai Jiao Tong University and East China Normal University, to set up branch schools or cooperate to set up primary and secondary schools in Lin-gang. It also supports plans for Shanghai East High School to establish a primary school division and build a model school district in Lin-gang.

There are other plans for the allocation of Shanghai's experimental demonstration and high-quality high school resources to Lin-gang – as well as for the construction of projects such as the senior high school branch of Shanghai East High School and the Lin-gang branch of the second affiliated school to East China Normal University.

The Yew Wah International Education Kindergarten will set up shop in Lin-gang. The international department of Shanghai High School will also be set up there. Schools, for children of expats, with independent legal entities will be set up as required.

Lin-gang will develop universal public kindergartens and raise the proportion of first-level kindergartens to over 50 percent.

First-class teachers will be hired and Lin-gang will carry out a program to train leading education professionals and key teachers, as well as build up a contingent of leading principals and teachers.

The guideline also maps out support for vocational schools and institutions of higher learning in Lin-gang, so they can expand the scale of training and co-design their curriculums.
