The strategic initiatives will prioritize advancing key industries and improving integration between the manufacturing and service sectors. Nanhui is set to accelerate the development of an aircraft industrial cluster to facilitate the mass production and delivery of the C919 aircraft, while also fast-tracking the development of the Large Aircraft Industrial Park, alongside optimized civil aviation policies.

In the domain of integrated circuits, Nanhui plans to attract enterprises focused on advanced packaging and manufacturing techniques, alongside delving into cutting-edge areas such as photonic chip technology and quantum computing. The intelligent vehicle industry will also see significant reinforcement via targeted attraction of both upstream and downstream partners, supported by policies designed for leading companies and their supply chain ecosystems.

Efforts will focus on upgrading industrial parks by expanding municipal-level featured clusters, developing standardized industrial facilities of around 100,000 square meters and improving shared public service platforms and overall service capacity.

Nanhui aims to develop a comprehensive suite of modern services across industrial, technological, shipping, and information sectors to support the regional economy. It will further advance the Lin-gang international data economy industrial park by capitalizing on overseas-oriented businesses such as large model training and digital culture, while strengthening industry data platforms and promoting scenario-based data applications through innovation labs.

Innovation-driven development is positioned as a primary focus. This will include deepening integration of industry with educational structures through the enhancement of supportive policies, broadening collaborative bases, establishing a joint university innovation park, and initiating a science and innovation fund targeted at youth engagement.

It will also be an effort to build a supportive innovation community with low-cost incubation space and talent services, while developing a more open and internationalized ecosystem for One Person Companies.
