Lin-gang Special Area rolls out measures to foster OPC growth

To foster the growth of One-Person Companies (OPCs), Shanghai's Lin-gang Special Area released a set of targeted measures on March 25, effective for three years.

The policy applies to OPCs engaged in key sectors such as cross-border data and digital culture, as well as to enterprises or platform institutions that provide scenario matching and technical support for OPC development in these areas.

Key support measures

I. Strengthen basic startup support

Eligible OPCs may receive rent-free office space for up to three years. Sci-tech innovation community service centers are encouraged to set up dedicated OPC service windows.

For OPCs expanding overseas, support includes access to international network infrastructure and compliant cross-border data services, with subsidies for dedicated lines for up to two years upon approval. OPCs are also eligible for existing intellectual property policies in the area, with rewards and subsidies granted in line with relevant standards.

II. Enhance technical support services

AI tools service platforms will be built to integrate computing power and large models. OPCs purchasing such services may receive subsidies covering up to 80 percent of costs. Those developing AI tools and listing them on major international open-source platforms may receive annual rewards of up to 1 million yuan ($145,000).

III. Strengthen talent support

Entrepreneurs coming to Lin-gang may receive up to 15 days of free accommodation and a 500-yuan starter package. Qualified OPC talents renting designated apartments may be eligible for rent exemptions of up to six months.

IV. Expand financial support

Funds such as the youth innovation fund will support OPC development, with investment capped at 3 million yuan per project per round.

V. Build specialized OPC communities

Professional operators are encouraged to develop specialized OPC communities. Digital pre-entrepreneurs are supported to participate in incubation and startup practice programs, helping them grow into OPCs and other market entities. For qualified bases, subsidies of 2,500 yuan per person per month will be provided upon evaluation, with an annual cap of 1 million yuan.

In addition, support will be extended to functional platforms that provide AI tools and data services, while industry-focused branding activities, such as roadshows, will receive subsidies. Efforts will further focus on attracting leading enterprises, platform institutions and OPCs to cluster in Lin-gang.
