Lin-gang Special Area to unveil support polices for OPCs
Shanghai's Lin-gang Special Area is set to release a new policy package supporting One Person Companies (OPCs), helping independent innovators grow their businesses and expand globally.
Focusing on five key sectors, Lin-gang will support the development of cross-border data services, digital culture industries, live-streaming marketing, software and information services, as well as intelligent connected vehicles.
To facilitate this growth, Lin-gang is establishing a comprehensive AI tool service platform tailored for OPCs. This platform is designed to integrate cloud services and computing resources, offering free deployment of AI agents and specialized modules for AI-generated content production. OPCs will also have the opportunity to upload and share their proprietary products. The developers of this platform are eligible for rewards of up to 1 million yuan ($145,213) based on their contributions.
From a service perspective, Lin-gang is supporting convenience for park entities by enabling them to set up dedicated OPC service windows, which will provide integrated services, including financial agency services and legal consultation.
In terms of office space and support for international expansion, eligible OPCs can enjoy a rent-free period extending up to three years. Those engaged in international activities or requiring overseas expansion assistance will benefit from fully equipped offices with international network connectivity and may be eligible for cross-border line subsidies for as long as two years.
Lin-gang is also committed to supporting OPCs with intellectual property registration — covering areas like trademarks, patents, and software copyrights — by providing annual subsidies of up to 50,000 yuan.
For talent associated with OPCs, Lin-gang offers streamlined residency services. Housing options include accommodations at rates up to 30 percent below market value for a term up to seven years, with provisions for a rent-free period of up to six months, and a one-time relocation allowance of up to 80,000 yuan.
To create a synergistic ecosystem for OPCs, Lin-gang will focus on supporting leading enterprises to cluster and grow in the area, encouraging them to open up scenarios and procure OPC services. High-quality leading enterprises can receive subsidies of up to 20 percent of actual procurement costs, capped at 1 million yuan annually.
Lin-gang will also help OPCs connect with upstream and downstream resources, fill capability gaps, and improve development efficiency, offering top-performing professional platforms rewards of up to 1 million yuan. The area will also back OPC innovation and entrepreneurship activities with venues, transportation subsidies and various other resources.
