Lin-gang rolls out action plan to improve business environment

Shanghai's Lin-gang Special Area has released its 2026 action plan to further optimize the business environment.

Efforts are set to concentrate on creating a more efficient government service environment by strengthening the regularized operation of administrative services, enhancing smart customs clearance services, and refining Lin-gang's distinctive "one enterprise, one license, one code" application framework.

To promote a fair and well-regulated market environment, the area is poised to improve its competition review mechanism and advance cross-department joint inspections in sectors such as construction and workplace safety. In addition, a tiered and categorized regulatory framework combining credit assessment with risk evaluation is set to be implemented.

To build a more adaptive industrial ecosystem, Lin-gang is poised to deepen the enterprise investment project commitment reform and streamline construction permit and completion procedures.

To foster a more livable environment, the area is expected to roll out enhanced talent support programs, including upgraded benefits under the Lin-gang talent cards. Infrastructure and lifestyle improvements will include a series of business, cultural, and tourism projects, while cultural events such as fireworks shows are scheduled to be held regularly.

To strengthen support for enterprises going global, dedicated teams are set to be established for outbound direct investment filings. Policies for attracting foreign investment and supporting major projects are set to be optimized, while permanent residency recommendations for high-level international talent will be streamlined.

To develop a dynamic Lin-gang Sci-tech Innovation City, efforts are set to focus on initiatives such as building four sci-tech innovation communities and strengthening the "grant-to-investment" pilot program.

To advance the digital comprehensive bonded area, Lin-gang will continue to deepen smart customs clearance, digital empowerment, and digital services. Efforts are set to enhance digital collaborative oversight, transforming from fragmented supervision to an integrated service model.

Lin-gang will foster a collaborative government-enterprise governance environment by improving the handling of inquiries through citizen service hotlines. The area is also cultivating a clean and upright business environment by expanding feedback channels for reporting business environment issues, and actively promoting innovation cases and successful business practices.
