Lin-gang issues new policies for international organizations

Shanghai's Lin-gang Special Area has unveiled new policies to attract key international organizations and strengthen its role as a hub for global economic governance, effective through Dec 31, 2028.

Supported entities include foreign non-governmental organizations in the technology and economy sectors with the Lin-gang Special Area Administration as their supervising authority; international organizations registered in Lin-gang with other units as their supervising authorities; international organizations in Lin-gang that contribute to the area's participation in global economic governance; and service enterprises that facilitate the clustering and cultivation of international organizations.

The policies outline three key priorities:

I. Support for international organizations' development in Lin-gang

> The administration will coordinate with supervising authorities to assist with the registration procedures of international organizations seeking to set up operations in Lin-gang. For the economy (excluding finance and taxation) and technology sectors, the administration will serve as the supervising authority.

> International organizations that establish operations in Lin-gang can receive rewards of up to 1 million yuan ($143,127), with 50 percent granted within the first year of settlement, and the remainder to be disbursed based on subsequent activities.

> Organizations of major or special significance may receive one-time rewards.

> Service enterprises that assist in attracting or supporting the development of international organizations may receive rewards of up to 1 million yuan.

II. Support forhosting influential events

> International organizations hosting or co-hosting global events in Lin-gang can receive subsidies of up to 50 percent of their actual expenses, capped at 2 million yuan.

> For regional events, subsidies may cover up to 50 percent of actual expenses, capped at 300,000 yuan per event and 600,000 yuan per organization within a year.

> International organizations without registration in China must partner with Chinese state agencies, public organizations, institutions, or social organizations when hosting events in Lin-gang. The administration will assist with temporary activity filing procedures as required.

III. Support for integration into Lin-gang's development

> International organizations that are conducive to the ecosystem construction, sci-tech innovation, and industrial chain integration of Lin-gang's leading industries can receive rewards of up to 2 million yuan based on the results of comprehensive evaluation.

> International organizations that arrange for enterprises and institutions within Lin-gang to participate in or lead the formulation of international industry standards, international trade rules, or the publication of internationally recognized journals can receive rewards of up to 1 million yuan per project.

> International organizations that facilitate overseas expansion for Lin-gang enterprises and institutions can receive rewards of up to 500,000 yuan.

IV. Others

> Banks within Lin-gang are encouraged to provide cross-border currency settlement services for international organizations based on payment instructions, along with convenient banking card services for short-term overseas visitors.

Resident international organizations can have facilitated access to global internet for cutting-edge academic research and professional information. Additional support for settlement, talent, and office spaces will be meted out in accordance with the existing Lin-gang policies.
