The Lin-gang Special Area Administration in Shanghai has recently issued measures for the management of legal service vouchers within its area.

This initiative aims to enhance the capacity of the legal service sector in empowering the development of the real economy and optimizing the business environment for enterprises.

Under the new policy, eligible micro, small, and medium-sized enterprises, as well as sci-tech innovation and entrepreneurship teams, may apply for legal service vouchers to cover the cost of purchasing professional legal services, civil and commercial dispute resolution services, specialized legal services in intellectual property, investment and financing, data, and labor relations, among other items, from legal service institutions.

Upon approval of the application, these entities can receive subsidies from the Lin-gang Special Area Administration up to 50 percent of the contract amount and not exceeding a total of 30,000 yuan ($4,178) for the legal services.

Legal service institutions eligible to receive legal service vouchers can submit their applications, which will undergo initial review by the management agency, followed by expert evaluation before final approval by the Administration.

Enterprises can independently apply for legal service vouchers, subject to initial review by the management agency and final approval by the Administration before issuance.

Upon completion of the legal service contract, entities are able to submit relevant invoices and commitment letters through the management system for verification, review, and approval by the Administration before the redemption process.

The Administration will implement budget performance management for the funds of the legal service vouchers, while also conducting supervision, inspection, and penalties for any violations related to the application, uses, and redemption of the legal service vouchers.

This initiative reflects Shanghai's commitment to fostering a conducive environment for legal services and promoting the growth of enterprises within Lin-gang Special Area.
