New measures unveiled to support headquarters economy in Lin-gang Special Area

Shanghai's Lin-gang Special Area has unveiled a slew of measures to support the development of its headquarters economy. The special area aims to create an influential headquarters economy agglomeration zone and develop into a strategic hub for global industry, supply, and value chains.

The new measures primarily apply to headquarters economy institutions that meet the special functional positioning and development direction of Lin-gang Special Area, as well as those recognized by relevant authorities in Shanghai.

They include innovative enterprise headquarters recognized by the Office for Shanghai Strategic Emerging Industry Leading Group, regional headquarters of multinational companies, foreign-funded research and development centers, trading headquarters, and private enterprise headquarters recognized by the Shanghai Municipal Commission of Commerce, and enterprise headquarters and functional headquarters recognized by the Lin-gang Special Area Administration.

Those eligible for the policy will receive rewards based on their development, driving effects, and clustering capabilities, with a maximum reward of up to 3 million yuan ($410,000). Headquarters institutions achieving upgrades may receive certain rewards, with a maximum of up to 600,000 yuan.

Headquarters institutions are encouraged to attract high-end and international talents. Policy support in aspects such as housing, children's education, healthcare, and entry and exit will be provided.

The new measures take effect from Dec 18 of this year until Oct 31, 2027.
