On Nov 17, Shanghai announced 29 measures that are set to enhance the special economic functions of Lin-gang Special Area.

The initiatives aim to strengthen the new area's positioning as a special economic zone, cultivate an appealing talent environment, and promote the development of cutting-edge industries.

The measures will encourage the commercial application of L3 and higher levels of autonomous driving. They will also promote the exploration of innovations in hydrogen production for low-carbon city construction, and promote pilot projects like QFLP and QDLP.

Additionally, the measures address talent residency and accommodation, optimizing standards for non-Shanghai graduates and improving the talent housing system in order to further develop Lin-gang as a whole.
