Shanghai's Lin-gang Special Area has seen its institutional innovations in financial leasing bear new fruit in the aviation sector, as ABC Financial Leasing Co Ltd recently delivered four Airbus aircraft to China Eastern Airlines through a special purpose vehicle (SPV) in the area.

Aircraft finance leasing often involves a lengthy transaction process, multiple stakeholders, and complex regulatory procedures, which place high demands on customs clearance efficiency, cross-department coordination, and supporting services.

Throughout the course of the project, Yangshan Customs adopted an off-site entrusted supervision model, allowing the leased aircraft to complete delivery and regulatory procedures directly at their operating airports instead of returning to Lin-gang. By eliminating the need for costly aircraft repositioning and shortening delivery timelines, the solution significantly reduced costs and enhanced efficiency in aviation leasing.

The case highlights Lin-gang's broader efforts to drive institutional innovation and improve services, creating a more supportive ecosystem for the growth and clustering of aviation, shipping, and high-end equipment leasing businesses.
