By 2030, Shanghai is set to establish a new international data cooperation framework that includes advanced infrastructures, mutually recognized rules, innovative platforms and integrated application scenarios.

To realize this goal, Shanghai is set to implement the pilot program across three key areas. The first focus is to strengthen the connectivity of international data infrastructures and promote the coordinated development of computing, networking and data systems.

The second focus is to create a regional mechanism for mutual recognition of regulations and improve alignment with international standards. This will involve nurturing international data service industry chains with an emphasis on digital technology, digital content, data compliance and financial technology.

The third focus is to develop integrated, innovative platforms for international collaboration, supporting the expansion of digital enterprises into overseas markets. Lin-gang, as a frontier of opening-up and a testing ground for institutional innovations, is poised to become a high-level international data cooperation demonstration zone, alongside Pudong New Area and Hongqiao International Central Business District.
