Lin-gang unveils digital culture push to expand global reach

Shanghai's Lin-gang Special Area held a launch ceremony for its digital culture going global initiative at the Lingang Center on April 8.

At the event, Lin-gang inaugurated its digital culture going global base, aiming to pool high-quality resources and develop a full-chain industrial hub covering creation, production, compliance, distribution and trading. A global service network for digital enterprises expanding overseas was also unveiled, alongside the launch of the 2026 international editors conference.

The Lin-gang Special Area Administration introduced a policy package to support digital culture going global, including an enhanced cross-border data management system combining a negative list with operational guidelines, funding of up to 10 million yuan ($1.46 million) for project implementation and R&D, and computing power subsidies of up to 10 million yuan. In addition, around 200,000 square meters of high-quality, cost-efficient office space will be provided.

An upcoming AI tool platform was also previewed at the event, offering enterprises access to AI tools, computing power, intelligent agents, and cross-border network services. SenseTime, a leading AI firm based in Lin-gang, showcased its self-developed video generation model, the SEKO 2.0 AIGC tool.

Moving forward, Lin-gang will continue to strengthen its digital culture ecosystem by enhancing policy support, driving technological innovation, expanding talent supply, and improving global service capabilities.
