Shanghai's 'new cities' plan outlines growth strategy for Lin-gang

The recent unveiling of the 2026 Shanghai development action plan for "new cities" outlined development priorities for areas including Lin-gang Special Area.

The plan focuses on cultivating new growth drivers in specialized sectors. In Lin-gang's Nanhui New Town, output from the large aircraft industrial chain recorded double-digit growth in 2025. This year, efforts will continue to concentrate resources while boosting industrial park capacity through optimized management, revitalization of underused land, and enhanced policy support.

The plan also highlights the importance of consolidating innovation and entrepreneurship resources. University clusters in areas such as Lin-gang will be upgraded, while platforms including campuses, industrial parks, and incubators will be better integrated in an effort to foster maker spaces. Supporting services, such as youth hostels and talent apartments, will also be improved.

To boost public services, construction on the Lin-gang campuses of East China Normal University and Tongji University will be accelerated. Major healthcare projects, including the second phase of the Lin-gang branch of Shanghai Sixth People's Hospital and the Lin-gang campus of Shanghai Pudong Hospital, are scheduled for completion.

To strengthen supporting mechanisms, the plan calls for deeper collaboration between new towns and central urban districts, with a focus on industrial coordination, the commercialization of scientific and technological achievements, and joint investment promotion.
