Shanghai's Lin-gang Special Area has seen a series of computing facilities launched in recent years, contributing to the city's efforts to build itself into a computing hub.

By the end of 2025, Shanghai's intelligent computing capacity had exceeded 120 EFLOPS. An EFLOP is a unit that measures the speed of computer systems and is equal to one quintillion floating-point operations per second.

Home to eight major computing centers, Lin-gang's computing capacity has surged from 3 EFLOPS in early 2023 to more than 40 EFLOPS today, accounting for more than one-third of the city's total.

In May 2025, the Lin-gang Special Area Administration partnered with China Telecom's Lin-gang information park to establish an international data center, opening dedicated data links to Hong Kong, Singapore, and other key regional nodes through undersea cables.

The facility leverages local computing power resources to fuel the growth of the digital economy, while also piloting cross-border coordination of computing capacity and data flows, as well as international connectivity for domestically developed computing systems.

The Lin-gang information park Phase II project is now under construction and will further increase the proportion of supercomputing capacity. It will primarily serve high-end applications such as meteorological forecasting and aerospace, providing support for leading laboratories, universities, and research institutes based in Lin-gang.

Launched last October, the world's first wind-powered underwater data center (UDC) project has further strengthened Lin-gang's computing infrastructure. The project boasts green and low-carbon benefits, with over 95 percent of electricity derived from renewable sources. Its power usage effectiveness remains stable at around 1.15, placing it among industry-leading levels.
