Lin-gang releases service package to facilitate cross-border data economy
At the third Business Environment Forum held in Xiamen, Southeast China's Fujian province, on Sept 8, the service package to facilitate the development of the international data economy, which was unveiled by Shanghai's Lin-gang Special Area, was recognized as one of the top 10 innovative practices in optimizing the business environment.
This service package focuses on compliance in cross-border data flow, international business, data transmission, computing power coordination, value-added telecommunications, and enterprise carriers.
Thanks to the services, more than 200 companies have easy access to cross-border data policy consultation, dozens of enterprises have received support in achieving efficient, convenient, and secure cross-border data flows, and four key enterprises have obtained value-added telecommunications business licenses.
The measures include creating a facilitated channel for cross-border data flow in compliance with relevant laws and rules, and constructing an international data service system to offer "one-stop" efficient full-process services.
An "international station" for data business innovation has been established, providing infrastructure for international data centers and offering professional guidance in terms of policy and practice for international data innovation businesses.
Dedicated cross-border lines are provided to special zones conducting international business in the Lin-gang Special Area, meeting enterprises' unique needs with low cost and high efficiency.
High-quality computing resources in the Lin-gang Special Area are coordinated to achieve dynamic and precise supply-demand matchmaking.
Moreover, foreign-funded enterprises have access to the one-stop, full-process services in the pilot program of the value-added telecommunications business.
The Lin-gang Special Area Administration is committed to continuously improving the management of cross-border data flow, providing high-quality services for enterprises' tailored needs in cross-border data development.
The services also aim to help digital enterprises expand abroad with safe data flows and in compliance with relevant laws and rules, helping them seize new opportunities in the international data economy.
The Lin-gang Special Area Administration and the Cyberspace Administration of Shanghai have jointly established a cross-border data service center, offering facilitated cross-border data services and solutions. Third-party institutions are encouraged and supported to continuously improve services across five areas: security compliance, data technology, infrastructure, industry applications, and foreign-related compliance.
Through government-enterprise collaboration, a series of exemplary cross-border data cases have been achieved in multiple fields, including intelligent connected vehicles, public funds, cultural export, digital collectibles, end-to-end logistics, cross-border livestreaming, specialized medical services, and carbon data, contributing to the establishment of cross-border data compliance and technical service standards.
