Lin-gang Special Area secured a spot among Shanghai's inaugural top 10 innovative practice cases for optimizing the business environment on July 25 with its "From Tesla Speed to Boeing Speed" initiative.

Since its inception in 2019, Lin-gang has pioneered 79 national-level institutional reforms, with this case highlighting its ability to accelerate project delivery through customized services.

The initiative enabled Tesla's Shanghai Gigafactory to complete construction and begin operating within one year, while Boeing's project carried out land acquisition, permitting, and groundbreaking all on the same day. By integrating tailored approvals, streamlined processes, and policy interpretation, Lin-gang has redefined efficiency benchmarks.

In 2024, the area ranked in the top 10 globally across seven World Bank indicators — including market entry, property acquisition, and trade facilitation — surpassing Singapore and Hong Kong in five categories. Its success stems from aligning regulatory frameworks with enterprise demands, such as pre-approval consultations and digital service platforms.
