Institutional innovation in Lin-gang Special Area contributes to high-end shipping services

Shanghai's Yangshan Port, the world's largest automated container terminal, welcomed a ship for loading and unloading on Nov 20 from the French company CMA CGM. Alongside the ship, a liquefied natural gas (LNG) bunkering vessel was connected via a pipeline. A record-breaking 11,500 cubic meters of LNG was injected into the ship, setting a new milestone for LNG bunkering at the Shanghai Port.

Thanks to institutional innovation, LNG bunkering at the Yangshan Port has evolved from non-existent to thriving, now serving a total of eight bunkering and container companies.

On Jan 30, 2022, the Lin-gang Special Area in Shanghai unveiled a policy on bonded LNG bunkering services for international vessels. Thanks to the new measures, Yangshan Port launched China's first international voyage ship-to-ship bonded LNG bunkering service, becoming the world's third major port to offer such services.

On March 1 this year, the Lin-gang Special Area initiated the establishment of the Green Shipping Industry Alliance Open Platform, dedicated to constructing a diverse green energy bunkering ecosystem. The platform has already laid the groundwork for serving green methanol bunkering, bringing together various institutions involved in production, testing, certification, bunkering services, and carbon trading.

Shanghai aims to establish a collaborative domestic and international green fuel supply system for shipping by 2030. "We will strive to build a globally competitive clean energy bunkering service center, continuously enhancing Shanghai's international shipping service capabilities," said Zhao Yihuai, deputy director of the Lin-gang Special Area Administration.
