Shanghai establishes country's first cross-border data service center

The Lin-gang Special Area Cross-border Data Flow Service Center, the country's first cross-border data service center jointly constructed and operated by the Internet Information Office and local government, was officially launched on April 7.

This marks a significant step forward for the Lin-gang Special Area in pioneering the establishment of a legal, secure, and convenient mechanism for cross-border data flow.

The center is committed to providing comprehensive and end-to-end cross-border data services for data processors, including document acceptance and business consultation, creating a green channel for cross-border data flow in the China (Shanghai) pilot Free Trade Zone, according to the center's director Ding Rui.

In the modern information society, data is the driving force. Both foreign-invested enterprises in China and Chinese enterprises in the international market are in urgent need of efficient mechanisms for data flow.

Previously, companies and research institutions with overseas business needs could apply for dedicated network lines, and data export cases could be submitted to the local Internet information office for processing.

The significance of the Lin-gang Special Area Cross-border Data Flow Service Center lies in its broadening of the previously limited channels to the public. As long as data processors have needs, the cross-border service center will provide document acceptance, business consultation, and other services. The concurrently launched Lin-gang Special Area Cross-border Public Service Management platform offers convenient online functions such as document submission, project application, and result inquiry, Ding said.

Due to considerations such as national security and privacy protection, developed countries and regions such as the United States, Japan, and Europe are also in the exploratory stage regarding standards, regulations, and operational procedures for data circulation. Previously, the Lin-gang Special Area issued the "Classification and Grading Management Measures for Cross-border Data Flow (Trial)" for the purpose and a general data list is expected to be released soon.

Ding said the next step for the Lin-gang Special Area Cross-border Data Flow Service Center will involve delving into research and exploration of international high-standard economic and trade rules under the guidance of the Internet Information Office.
