During the 14th Five-year Plan period (2021-2025), Yangshan Free Trade Zone in Lin-gang Special Area, Shanghai will push forward all-round high-level opening-up, optimize the regional layout, strengthen industrial agglomeration, resource sharing and cooperation with a focus on dominant industries, and foster a new layout that features a reasonable spatial layout, positive regional interaction and synergetic development of industries.

Xiaoyangshan Island area, as a pioneer for international shipping service, is focusing on the construction of an intelligent port, expansion of international transit consolidation and development of river-sea combined transport.

The southern area of Pudong International Airport serves as a demonstration area for civil aviation innovation, with a focus on aviation headquarters, aviation manufacturing and global distribution of spare aircraft parts for maintenance.
