The Overall Plan of China (Shanghai) Pilot Free Trade Zone Lin-gang Special Area announced the construction of the Yangshan Free Trade Zone (FTZ) in 2019 as a special bonded zone with strong international market influence and competitiveness.

Based on the implementation of comprehensive bonded zone policies, unnecessary trade supervision, permits or processes are to be eliminated to facilitate trade liberalization.

The State Council approved the establishment of the Yangshan FTZ in January, 2020. It was China's only special comprehensive bonded zone under special Customs supervision.

Area coverage

The Yangshan Free Trade Zone, with a planned area of 25.31 square kilometers, will be composed of Luchao port area, Xiaoyangshan Island area and the southern area of Pudong International Airport.

The zone includes Phase I and Phase II projects which passed inspection in May 2020 and January 2021, respectively. They cover a total area of 22.36 square kilometers. The Yangshan Free Trade Zone is now applying for Phase Ⅲ approval so it can expand to include the 3.63-sq-km Luchao port area.
