a. Support for strategic emerging industries

Policies have been released to support the construction of industries and projects which make significant contributions to Lin-gang Special Area, and to promote the aggregation and development of strategic emerging industries in Lin-gang.

In principle, the total investment of projects supported by special funds shall not be less than 100 million yuan ($15.1 million), and the newly added investment shall not be less than 80 percent of the projects' total investment, and the funds in the hands of the localities shall not be less than 30 percent of the total investment. A subsidy will be given according to 10 percent to 30 percent of the total project investment, while the amount of the subsidy shall not exceed 100 million yuan in principle.

For major projects in the four key industries in Lin-gang Special Area - integrated circuits, artificial intelligence, biomedicine, and civil aviation - that meet national strategic needs, have large international market demand, and have high requirements for openness, but are not yet qualified for implementation in other areas, special funds will be given on a case by case basis.

b. Support for research and development

Policies have been released to support the R&D of technical products and key core technologies in major industries in Lin-gang Special Area. The amount in subsidies cannot be more than 50 percent of the projects' total investment.

In principal, the subsidy for common projects shall be no more than 10 million yuan, that for major projects shall be no more than 30 million yuan, and that for projects which overcome major technical difficulties shall be no more than 50 million yuan.

Support will be increased for projects in the four key industries in Lin-gang that improve major technical weak spots in the country, strengthen localization, drive the development of a number of domestic enterprises upstream and downstream of the industrial chain and improve the country’s international competitiveness.

c. Support for breakthroughs

Policies have been released to support breakthroughs related to major technical equipment or core components in major fields.

Projects that which achieve international breakthroughs in equipment shall be supported with subsidies of 20 to 30 percent of the contract amount. The amount shall be no more than 30 million yuan.

Projects that achieve national breakthroughs in equipment shall be supported with subsidies of 10 to 20 percent of the contract amount. The amount shall be no more than 20 million yuan.
