Established by the East China University of Science and Technology and Hui Ye Law Firm, the base has strategic partnerships and internship programs with the Shanghai Computer Industry Association, the Shanghai Artificial Intelligence Industry Association, and the Lin-gang Special Area Marine Biomedical Technology Innovation Platform.

The base is part of Lin-gang Special Area's efforts to foster technological innovation and industrial development by providing legal services and promoting a supportive legal framework. The establishment of the training base is aimed at facilitating the incubation of innovative achievements and empowering the growth of technology companies in the area.
