The selection round for the fourth Shanghai Talent Innovation and Entrepreneurship Competition kicked off in the Lin-gang Special Area in the city in East China on April 9.

The Lin-gang Special Area plans to invest 3 billion yuan ($414.6 million) in talent development over the next three years, aiming to create an ideal environment for entrepreneurs and employees alike.
